Project Description
Caltrans, in partnership with the City of Visalia and the Tulare County Association of Governments, proposes to construct a new interchange at Road 148 and State Route 198 in the City of Visalia in Tulare County. The interchange will provide connections for vehicles, pedestrians, and active transportation users, enhancing travel options for residents.

Project Benefits
Purpose
- Improve accessibility to State Route 198 and circulation to roads adjacent to the proposed interchange in eastern Visalia.
- Provide congestion relief and improved traffic flow in eastern Visalia along State Route 198 and local roads.
- Enhance the local circulation network for all users to accommodate local development and provide consistency with existing and planned local and regional development.

- Inadequate accessibility to State Route 198 and circulation to roads adjacent to the proposed interchange in eastern Visalia.
- Operational deficiencies and lack of traffic capacity along State Route 198 in eastern Visalia.
- Deficient local circulation network that does not accommodate local development or provide consistency with existing and planned local and regional development.
