Call-for-Projects/Applications

Currently there are three different funding programs: Highway Safety Improvement Program (HSIP), Systemic Safety Analysis Report Program (SSARP) and Local Roadway Safety Plan (LRSP) Program.

Highway Safety Improvement Program (HSIP)

The project selection results for HSIP Cycle 12 Call-for-projects were announced on February 21, 2025. In Cycle 12, 330 applications were received, requesting $398.8 million of HSIP funding. 288 applications totaling $299.6 million in HSIP funds will be funded with either federal HSIP funds or state-only funds due to the funding exchange allowed by Senate Bill (SB) 137. The California local HSIP program funds local highway safety improvement projects. Normally an HSIP call-for-projects is made at an interval of one to two years. The applicant must be a city, a county, or a tribal government federally recognized with the State of California. The timing and size of the call is determined by the program apportionments, HSIP FTIP capacity and the delivery of the existing HSIP projects.

Systemic Safety Analysis Report Program (SSARP)

Currently there is no active SSARP call for applications.

$10 million from the Highway Safety Improvement Program (HSIP) was set aside and exchanged for state funds to implement a new safety analysis program, the Systemic Safety Analysis Report Program (SSARP). The intent of the SSARP is to assist local agencies in performing collision analysis, identifying safety issues on their roadway network, and developing a list of systemic low-cost countermeasures that can be used to prepare future HSIP and other safety program applications.

Caltrans made SSARP calls for applications in two phases (February and April of 2016). 108 applications have been received requesting $17.6 million of state funds. After prioritization, 61 projects with a total of $10 million of SSARP state funds were selected for implementation. Local Roadway Safety Plan (LRSP)
